This runs about 15% faster without recording. I'm surprised that OBS recorded properly "kind of". Using fullscreen in Dolphin Emulator when recording doesn't render at all and also freezes recording for a few seconds when exiting it. Bugging Dolphin Emulator to run 320x 200 fullscreen windowed helped with recording. The task manager thing only works when you are tabbed into task manager. The GPU on my laptop is more than 2x worse than my iPhone 6 (Benchmarks). 007 Nightfire on Play! Emulator modded build at 720p with my iPhone 6 runs about 2x better than my PC running it on Dolphin Emulator at 720p. Recording quality is garbage, deal with it
