The game runs fine with Open1560 (see instruction below).

Download Open1560 from the link below and extract in the Midtown Madness game folder. In in the winecfg set dinput to native and then set Windows version to Windows XP. Finally, run the game by executing Open1560.exe using Wine.

sudo add-apt-repository ppa:kisak/kisak-mesa
sudo apt update
sudo apt-get upgrade

and also use software update tool from Ubuntu to upgrade all the remaining packages
