But as they say , the future is never certain , and with Kousagi's existence , that seems to be the case . She is supposed to be Usagi and Mamoru's second daugter and Chibiusa's younger sister , so she has to fit in the Crystal Tokyo tineline . She is next in line to the throne after Chibiusa . When the new enemy strikes in the 21 Century , she is sent along with Chibiusa , Diana , and her own cat Phoebe to help the other Guardians fight .
