In the Saints Row 4 Mod, NPC Behavior and Spawn Mod by shitface, the npc's of virtual steelport are improved, ultimately adding to the atmosphere of the game overall. This is done through the addition of omitted Saints Row the Third npcs, the addition of gangs, new animations, props, vehicles used by npcs, and an overhauled notoriety system.
