I don't think I've mentioned this before, but if you want to try tracking down gang operations yourself, look at your map. When you highlight any building or activity, you will see the territory that will be gained from buying the building or finishing the activity.
Simply look for spaces in a district that are not under the influence of a building or activity. You'll likely find a gang operation.
