You can't use the whistle when you're going to take damage before the stun would take place. Even though this is my third time being Hatred, I took a chance on the first whistle thinking maybe he wouldn't hit me on the landing before I finished it but the best time is actually when he stops. To maximize damage, you want to use it, right as you get behind him so you can heal, power up and or start laying in.
