TLDW:

1. Make estates modifiers list in time till expiry order.
2. Add pop-up setting profiles, or the ability to save an load schemes.
3. BUG: Spying on nations that migrate BREAKS spying.
4. Add a popup for getting to max spy strength like the one for max improved relations.
5. ALWAYS show embrasement cost for institutions so you can plan savings.
6. Make the 'break alliance' great power action, ALSO break guarantees / consistent.
7. Bankrupt vassals should have a (temporary) modifier to liberty desire, because if you did free them, they would get eaten up without the ability to defend themselves.
