This is the only time the storm doesn't appear when you reach the top of 16's tower. I have to shift the camera from the hawk to Wander then unlock his animation so he can move around. I don't have much time before the cut scene ends so I utilized the moon jump and parachute gliding to get up there quickly.

The bridge doesn't collapse either and it's possible to walk around on its lower level, but I can make it collapse by finding its animation code - which I did for fun ; ) The sword light is also deactivated.
