Here is the Debug room myself and JLukas discovered after 20 years of it being hidden and how to get there for yourself.

New info found! - A GameFAQs user called krazyninjaman3 has found that in the Chop Shop version of the game that in the debug room is another item that is not found in the other versions - the Mobile TV Phone. I'll put a link here to a screenshot.
