1. Head to the Fortune Teller in Sunset Hill
2. Pay for a color fortune and remember your color!
3. Head around the corner to the games
4. Buy 3,000 tokens
5. Play the Flower, Bird, Wind & Moon game
6. Bet the color that the fortune teller said
7. Keep playing for about an hour in-game time
8. Repeat the process

Once you get around 15,000-20,000 tickets, you can buy gems at the ticket exchange. Sell the gems at the pawn shop and you'll receive around $1500.
