Shibuya Sky HIGHLY recommend booking ahead! Especially if you want sunset hours to get both day and night time views of Shibuya and Tokyo! The lines are SUPER long during sunset hours. It was worth it one time but I would probably just avoid the crowds next time by booking a different hour.
There doesn't seem to be a time limit on how long you can stay at the rooftop though, so perhaps go earlier and just sit at the bar until sunset!
