Here's the original NES sound font file composed for the Philly Under Fire game. The official album, you will notice, has edited versions whose length was extended to make complete pieces with endings. Each track that is designed to loop will do so if you put it into a compatible player, much like if it were actually playing in the background of the game. Download link and online player included below. There are additional tracks in this game soundtrack that weren't included in the album release, likely just because they're short little things, and given that they're currently unidentified they'll be marked in parenthesis. If you know the actual title for one of those, let me know!
