On the "district" map, it is very difficult to be a soviet because scouting the map is very difficult due to the fact that the map is too big. We randomly got to play as double soviets in a 2v2v2v2 game and for opponents we had combined sides. In this case, it is very important make a strong defense, and then attack. If you have uncovered parts of your base, one attack on you via the chronosphere is enough and the game is over for you. Apocalypse tanks for defense, a few bunkers and you are ok. It is also very important that you have everything double : 2 MSV, 2 warfactories, 2 battlelabs, 2 nuke reactors.
Siege choppers are good for scouting the map and of course for attacking if you have secured your base beforehand.
