This one won't work with AW7 but it should still work with the original Postal 2.

It's a bit involved and you need to use cheats and console commands to make it work.

Start a new game. You will probably need to be select the lowest difficulty level.

Enable cheats with the sissy console command.
Enabled God mode (i.e., invincible) with alamode
Change the damage the shovel does with set shovelammoinv damageamount 2000

I used 2000 but that was just to make sure it was high enough. Lower numbers will probably work.

Once that's done, take a walk and get into a fight with someone carrying a shovel. If it worked, when they smack you with it, Postal Dude's head should go flying off. You'll be able to see it on the ground and even be able to see your headless body in mirrors.

Note that it might be best not to save after doing this. The damage increase to the shovel seems to persist between levels and I think saves so you need to close the game and re-load to go back to normal.
