As I continue to raise the amount of citizens in New Metro City, I didn't quite remember how the tax situation should be so I didn't have it setup properly. I also learn that columns of 3 for buildings doesn't work very well for the power grid as power outages climb at a high rate often. This causes the population to fluctuate between increasing and dropping off due to these problems. Nevertheless, I try to get it going as best it can be between this episode and the last episode of New Metro City before we jump into the one to one recreation of the TAS city build.
