The first thing he does is expand the number of refiners he has on each of his oil seeps. He then promptly gets distracted by hydrogen backups and deuterium production.
He coins the phrase, "Deut Loops". He's not sorry about it, either.
After that, he miraculously focuses back on his oil setup!
