This scene was meant to play at Whiterun Stables and would've added a now-unused quest objective to the player's journal. The most interesting part, however, are the implications of this scene:

-Uthgerd never travels in the final game, she never even heads to her own house in order to sleep.

-She also never mentions any family members, or her friendship with Skulvar.

-Most importantly, no-one EVER refers to the events that transpired in Helgen as a "riot". If that's what originally happened, that would've been pretty weird since I don't know of any remaining files that refer to those events.
