These certain Drug Bust side missions that's located underground and can be accessed traveling by water, has Call of Duty like enemies that spawn into play. Surprisingly this issue didn't get fixed for the "omg better graphx edishun!".

Normally Drug Bust side missions has a set fixed number of enemies in the location. Enemies and/or extra enemies just don't appear out of thin air. If more enemies do come into play, they will come to the area more logically. For example, by vehicle. Why couldn't these ones come by boat? Although enemies death by water suicide was something I've never noticed before. Ha ha.

Time stamps:

00:28 - check the mini map to see a red dot appear that represents an enemy spawning in the map.

00:49 - Enemy spawn beside me. (Check the mini map if you don't believe me)

00:58 - Check the mini map to see another enemy spawn and keep watching it to see it move a bit before disappearing. That's because the idiot jumped into the water and drown. Indicated by the "Thugs Remaining" counter dropping from 8 to 7.

01:18 - Another enemy spawns on the mini map. The same one you will see coming after me from around the corner when I make a run for it.

01:44 - The obvious.

01:55 - Mini map, two enemies spawn. Keep watching to see the two split up as one of the red dots move for a bit and disappear due to water suicide, as indicated by the Thug counter going from 3 to 2.

02:12 - And to immediately follow behind his comrade, clear visual proof that enemies death by water.
