I always fealt this is an strange glitch that surprisingly nobody noticed. But i'll give an small explaination theory.

The game checks to see which flag country is your profile used, and for the other users. However, if going to the user from another country, cancel out of the menu, return to your profile menu and select the save files option for the Super Worlds (The mario's balloon icon), and select one, the game will still show the country flag for the previous user, instead of the current one switched.
