I bought a Dell Optiplex 960 PC from CEX (Computer Exchange) in the UK for £40.

These are the specs.

Core 2 Duo E8400
4gb DDR2
320gb Hard Drive
Windows 7

I upgraded it with a Palit GeForce GT 610 1GB
and an Intel Core 2 Quad Q6600, and smashed Windows 10 64-bit onto it.

It runs like a beast!
