This fix is for steam versions only, it should also work for the vegas160.exe error or possibly for other vegas version on steam.
I made this video because i couldn't find any solution online for this problem and that was an extra problem that i didn't liked, i can imagene that other people who are experiencing the same issue, don't like it as well :)

Tutorial in text which i received from support:
First uninstall Vegas and then perform the following steps:
1. Run regedit
2. Navigate to HKEY_LOCAL_MACHINE - SOFTWARE - Wow6432Node - Sony Creative Software.
3. Delete Vegas Pro - Steam Powered from the folder C:\Program Files(x86)\Steam\SteamApps/common
4. Apply now the steps indicated from Steam in order to avoid error 2:
5. Find your Steam install directory in windows explorer.
6. Right click, "Properties".
7. Select the "Security" tab.
8. Check for the presence of "Users" in the "Group or user names" box.
If it's not present, then select "Edit", find "Users" in the next window and select "Add".
9. Type 'User'.
10. Check name - (There should be no window popup just YOURNAME-PC/USER or something like that).
11. Select "Ok".
12. Go back to the previous window and select the entry you created.
13. Give it full permission in all boxes (The last one is grayed out by default).
14. OK/Apply until a new window pops up informing you that the permissions for the Steam
folder are being written/updated. This will take a while.
