Method 1:
Download install latest version of Skype from following official Skype website.

Method 2:
1. Go to Internet Explorer → Tools in the menu bar → Internet Options → Choose the last tab "Advanced" of this dialogue window. (See the attached image to this post) → Go to the bottom of your settings and tick all the boxes:
USE SSL 2.0
USE SSL 3.0
USE TLS 1.0
USE TLS 1.1
USE TLS 1.2
2. Apply settings. Save and exit. i hope your problem solved.
