This was my question for a long time. Crazy how the moment I posted the question the solution came to mind. It was a theory that ended up being correct. I thought it was possible the using a dds texture with mip mapping and or dds compression that Blender would not know what to do with that. So it paints corrupt. Using png and jpg did not cause a problem. I know now to convert to dds format after all texture work is done.
