Scott's stats are decent, I guess. Not really good, but also not bad.

Normally you can first only choose the beginner races. When you have won all the beginner courses you'll unlock the emerald beginner course. If you win that one, then you'll unlock the jewel races. The jewel races will be shown in the next part.
If your chao has won all the jewel races, then all the competitors will be silver or gold chao's (if you use the same chao again) which means they will be tougher to beat than the regular chao's. Which also means that there is no difference in difficulty in the beginner race and jewel race... which means the jewel races will be just like the races in this video.
So that's why all the chao's are silver in this video (and the next video).
