MainMemory Sonic DX Save Editor used for this too. probably have super sonic unlocked (you probably could do it on Sonic's story due to them being sort of linked)
on save editor Character super sonic (and maybe sonic). from values unknown to unknown high to low insert numbers 1 2 1 0 3
select level as Perfect Chaos save it as sonicdx01.snc or 02 or 03
Note that you may get sent to hedgehog hammer and quit resends you back to perfect chaos (don't worry it will finish after completing)
If you achieve no emblems it's like it will play the cut scene once.
if you lock Sonic's story and make anyone else's story and edit to 130 emblems metal sonic is unlocked but is sent to hedgehog hammer
he may get sent to final egg act 3 automatically after using gamma first on final egg
