My target was sub 13 (eventually, was initially sub 14 then sub 13:30), and I just squeezed it home(I was happy with the clutch ending). A bad MM2, but that's to be expected, the level is incredibly stupid. Notes:

PP1: Solid, didn't get double bounce but got instant spring.
PP2: Solid. Messed up the last jump (too high), the plan is to bounce off the ringbox, but my recovery was perfect.
PP3: Clean.
CC1: Clean. Getting through the bumpers here can be quite troublesome, so very happy with this.
CC2: This is a tricky level, went pretty much perfectly
CC3: Clean.
TT1: Clean.
TT2: Sadly just missed the hole from the spring, which cost 2 seconds, but the ending was perfect and can cost a lot more (those blue fireballs are a bitch)
TT3: Very clean, this boss has ended more good runs than anything else, getting the one cycle is tricky, so happy I got it.
QQ1: Tiny bit sloppy, missed the 2 frame release off the spring at the start (if you pause at '38 or '40 it works), and accidently activated speedcap on the long run, but the ending was perfect, and that is the hardest part
QQ2: Solid.
QQ3: Solid.
WW1: This is the most technically difficult level in the game in that any mistake costs you 20+ seconds generally, due to how cycle based the levels are. It you go off course even a bit, it's insanely hard to recover. Getting under 30 seconds here is pretty much perfect.
WW2: First real mistake of the run, I jumped too late and ran into the grasshopper. Then I didn't get enough speed off my peelout and had to climb the platforms. Got unlucky at the ending too, lights weren't on so it was a bit slow. Lost 7 seconds in all.
WW3: Clean.
SS1: This level sucks. All the boosters in this stage can randomly make it so you don't stick to the floor and fly you into the air. They were all bad to me. Lost 6 seconds to luck, 4 to execution (forgot to roll, bad jump height)
SS2: Clean.
SS3: Got unluckily stopped by ringboxes at the start, clean metal race though.
MM1: Missed the good jump halfway through, but recovered fine (getting hit was on purpose), but then but unlucky stops on the hill, and by the spring. Lost 4 seconds in total
MM2: This is the worst level in the game by a magnitude of 100+. The "clip" at the end is almost a tease, there is a hole in the wall at sonic's max jump height, that requires you to be going at high speed and jump from the perfect position so that you are always at the top point of your jump whilst going through the wall. It looks very innocuous when it works, but it's incredibly precise. This was honestly about average tries, but ~perfect~ run here would save about 40 seconds.
MM3: Knowing I needed to save time here to get the sub 13, I was pretty happy how clutch I played here, especially on the last 2 hits. Hope you enjoy.

Note: This run is timed by in game time, not real time, as using real time would make it faster to go slower in certain situation, which is the opposite goal of speedrun (eg finishing in 30 seconds would be faster than finishing in 27 seconds).

Note: As per the new rules for this game, showing the full emulator is required for emulator runs, to prevent cheating. They read: "For runs using emulators the entire screen of the emulator used must be captured and the game must be visibly hard resetted before a run. Any use of a savestate after boot voids the run." [Note that this does not apply to every video game, it's a rule in place specifically for the classic sonic series eg S1, S2, S3K, SCD]
