The final version of sonic.exe mania is now out. i finished everything i could and wanted to do with the mod. it took a while to make everything work but there is so much i had to do before i feelt it was finished. Do remember this is what i base my own mod on. If you don't like something about it it's not really my issue. Do enjoy and do read the stuff my mod includes under the download link.

How to Install:
Modloader: Install as any modloader mod.
Data File: sadly if you using the updated sonic mania you have to download a repacker tool (google it) and use it as a defualt file. Can't promise it works but sadly the only other way unless you downgrade the game.
