Rogier can be found in Stormveil Castle, and after defeating Godrick he will move to the Hall.

Just in front of the face is a bloodstained which will play Rogier's death.

Once that has been done you can return to the Roundtable Hall where you'll be able to talk to Rogier to begin his quest.

The Next is about Fia:
Once you have started his quest you can talk to Fia to get the location of a dungeon where a Black Knife Glyph can be found. This dungeon can be found at the North East corner of Liurnia, and within you must ride the descending blades up to find a secret path that ends with an secret wall leading to a boss.
