Did this because the game is bugged so I have to avoid missions with refineries or helipads. Which is a breath of fresh air, since this is my very first time playing the Special Ops of Command and Conquer. The briefing says the civilians occupy an area that Nod needs, though I'm not sure for what purpose, since it's so small in comparison to the GDI base up north and there's no tiberium.
