There's a total of 7 Vultures you must kill in this level. Once you've made your way to the far end of the level and up to the top of the fort (same level as the Return Home pad) turn around and look back down the level.

Across to your right and to the other side of the purple river, you'll see a plain desert looking area. From this positions highest point, which is to your right, jump and Glide across to this area. If you made, you'll now have access to the not only the 7 Vultures but more Gems and the last Dragon.
