The Upgrader VIP will upgrade a retail floor so that it holds more items for sale when you restock. VIPs are rare special bitizens that gives you special perks, and you can save them on the 1st floor until needed. I am at 49 levels so far in Star Wars: Tiny Death Star, playing on the iPad (retina display). In this playthrough, I upgrade the Rancor Pit, which is the one that makes the most money (especially when you 3 bitizens on it). For those who are new to this game, this is an enhanced version of Tiny Tower using a Star Wars theme.
