I had to restart. Among the various mods I was running was one that boosted by ship cargo. A bit of a boost sounded good, but it was effectively infinite. I decided to start again from the beginning, without it, rather than work out how to safely remove the ESP file, and what to do about the cargo on my ship ... which may or may not have been more than my ship could carry.
