Been trying to Max morale for awhile trying different setups and finally was able to do it I actually went over 100 but 99 is the max it will display and Enthusiastic is the max mood for the survivors.
Basically did it with
Lounge Level 2 with Xbox Mod , also a tattoos artist in community it can be able member that has knowledge of the arts that boost linge.
Latrine Level 2 with a max level Plumbing community member (its upgrade from utilities)
Luxury Barracks with white noise mod
Plus the various normal morale boost most survivors get for reaching hero level.
