This goes over the base Container Fort, found in the foothills aka. Cascade Hills.
It costs 3500 influence and will allow you to support upto 5 outposts using a mod you can craft at the built in workshop.

The base contains, 2 large slots with 5 outdoor slots available.
It includes 8 beds, 3 parking spots, 1 Fire-safe storage and a Lvl 3 Workshop that can produce facility mods.

Facility mods Include an outpost mod called a Signal Antenna +1 outpost, that allows you to increase your outposts to 5. Can also be found or bought through a wandering trader for 500 influence.

As well I show the Signal Booster, an outpost mod that grants +2 outposts, allowing you to have upto 6 outposts. Which I got through a wandering trader for 500 influence.

I also have completed my first run-through with builder and have the power and water perk, this allows me full water and power resources without requiring any modifications or utility outposts.

I am almost complete with my second run through as a warlord and have just finished destroying the Plaquehearts, completing it with my return to the community quest.

I do go over a few other things and then finish up.
I found later the population cap for my warlord community seemed to be 11, as after that he would refuse any other people saying the community was full.

One thing to note:
When you complete your community run through before doing the final quest, take the Signal Booster and any other items you want to keep, in your backpack, so they will be kept on the next map area. This will allow you to have the +2 extra outposts at the start without having to search for another signal booster again. And you will also have the items you need for next level in your backpack when you start. Even fill a resource backpack to carry.
