If a Player Draw Deck is empty they can still play as long as they have cards in hand. They can choose to Forfeit their turn and Declare the End of the Round and in that case all other players get one more Turn and then the Round ends.
The End of the Round is immediately declared when at the beginning of his turn the player has no cards in the draw deck and no cards in hand, all other players get one more turn and then the Round ends
