The reason it took us over 10 hours to beat is because of how buggy the gangster dudes are. Somehow the already have 91 dialed on their phone, because the second they see you all they have to do is press 1 and cops are on their way.

Basically you just want to wait and kill as many as you can in the back alley, making sure you aren't shooting close to the hanger you want to go in as people from inside will hear the shot. You also need the shinobi skill aced or else other enemies will hear the guy you killed screaming out as he dies. Being able to bag bodies with the cleaner skill is also pretty necessary. The one good thing is that you don't have to worry about pager limits; you're free to take out everyone.
