Apparently on September 12th Stellaris released its 3.9.1 patch. I don't recall seeing any notice of this when I booted the game up, and I didn't get any warning when I hit the Resume button for my savegame. Now, even after rolling everything back, things seem wrong.

This campaign may be dead, but I am open to feedback.
