Don't worry, this lack of any growth at all doesn't last forever. You use this lack of space to advance your tech and then explode outwards later. Still, grabbing every tiny scrap of admin helps loads in this game. Until I get it, I'm much better off trying to only get the most important stations possible. I'm particularly fond of wormholes and gates.
