01.complete all Ve'nari quests in Korthia and the Maw
also get max reputation with Ve'nari / Trading Partners Achievement
(requirements might change in the future / aka blizzard)

several ways to gain reputation with Ve'nari
the weekly quest 'The Cost of Death,
the MAW, Korthia daily quests and rares

02.complete Eternity's End Campaign in Zereth Mortis.

03.go back to Ve'Nari's Refuge @ CORD : 46.8 41.6 in the MAW
(Ve'nari color should change to purple/blue)

04.go to Creation Catalyst in Zerith Mortis @ CORD : 47.88 and click on her'corpse'

05.few days later you get the toy by in-game mail (around 5 days)

Use: The wisdom device lasts for 5 minutes and the toy itself has a 30 minute cooldown.
"Contains the sage wisdom and rules of the notorious Ve'nari."

basically : it's Ve'nari's voicelines
