We saw at the end of Stranger Things Season 3 that Joyce had to make a hard decision when it came to closing the Russian gate that opened the upside down and cause the Mind Flayer to wreck havoc on Hawkins with Billy as the puppet. The problem with closing the gate Jim Hopper was in the middle and either became trapped in the upside down or killed. Well that may not be the only options apparently as we see in the end credits scene that the russians are still up to no good with a demogorgon but also an american. Is that Hopper?
