This bug can only be executed in the Street Fighter II The World Warrior version of the game. With Guile, go near your opponent, charge DOWN for a few seconds, then press MEDIUM PUNCH button, then immediately you press UP + ANY KICK button, if you do it properly Guile will throw the opponent in a BUGGY way, the other player won't be able to control his character anymore and he will be stuck near Guile, as you move Guile the opponent character will also move near him.
