Super Mario Bros 3 GBA: Luigi's physics W1-1 speedrun in 15.366 (922 frames) or 14 IGT.
W1-1 is a classic, a few changes in the GBA version were made including the first plant enemy being a Red Piranha Plant and the gap between the 2 vertical pipes was made a little wider.

Notes: Luigi's floaty physics exists but only after scanning a Yellow E-switch which turns on this hidden mechanic.
It does mean that Wii U owners are out of luck because there isn't a way to scan E-cards without resorting to importing special save files online and using a homebrew related save manager.
Timing:
While In-game time is a tradition for doing Individual levels in Mario games, this game in particular (NES/SNES and GBA) is buggy as the timer counts down faster if the camera is not moving. So the next best thing is to use real time which is done by using the first frame of the screen fully shown without the black background and then stop on the first frame the Item Card starts to move up.
