fceux-2.2.2-win32 has a Lua script feature that let's you modify ram values in creative ways.
I found a script that will create snow.

Lua Script Tutorial:
Lua Scripts should come with your "fceux-2.2.2-win32".
You can run Lua scripts under file.
Look for "SMB-Snow.lua" and choose run.
It should now snow with a night theme (reset game).
If you want a white theme, you'll have to edit this one line.
(maybe create a copy of the file?)
Look for the memory.writebyte & replace it with this.
--memory.writebyte(0x0304, 0x0F);
memory.writebyte(0x0773, 0x04);

I added the -- so it does not run that line. This way you can easily change it back. and changed the value to 0773. This will change the palate to a white color. (This will also change the water to lava)
