This ranking is updated to include all the DLC characters up until patch 7.0, and to correct all the mistakes that I found on the old tier list. But the rules are the same.

What counts:
- Single-hit attacks
- Multi-hit attacks
- Projectiles
- Moves with multiple parts
- Chargeable moves
- Influence from other fighters
- Buffs
- RNG moves
- Rage

What DOESN'T count:
- Final Smashes
- Counters (bc otherwise everyone with a counter would be on top)
- Reflectors
- Items (UNLESS they or their effects are in the character's move set)
- Jabs
- Moves that you can hold
