Long story short, the AI difficulty is broken in this rom version included in the US version of the Street Fighter 30th anniversary collection. I set the difficulty to 1 and the AI was fighting at max difficulty.

I had so much trouble, I eventually use Akuma to beat Bison. To see how to select Akuma, go to 01:29:59 to see how to play as him.

Before selecting Ryu to pick Akuma, you must press Start and then immediately press all three punch buttons at once. If you press all four buttons at the same time or if you press all three punch buttons before pressing Start, you will end up selecting Ryu.
