There are several tools in this download. I used the scenario editor. It was the only one I could figure out how to use with the most functions,
It works best to make the map for Supreme Commander and transfer the maps to Supreme Command Forged Alliance. There are instructions in the readme files that tell you how to use Supreme Command Forged Alliance textures when you make the map for Supreme Command.
You can usually buy both games cheap on steam when they are on sale. I believe it is the best RTS game ever made. Right now the price is 12.99 each. Both versions are well worth it considering how many hours of great gameplay you will get from them.
You don't need Supreme Command to play Supreme Command Forged Alliance but it is good to have it for the map editor for the reason mentioned above.
