This uses a number of animation cancels in particular ways to be able to shoot and swap weapons on the stairs, as well as avoid the stumble at the bottom and be able to immediately chase the 2nd keycard guard with the G-18. After that, the room progresses as normal.

As soon as you get through the locked door, stop running, R1 target the balcony guard, and roll toward the stairs while keeping the target. While keeping your target lock on him, hold crouch BUT NOT FORWARD for the entire slide. Fire 4-5 shots for a guaranteed kill and tap select once just before you hit the bottom. Once at the bottom, you can start crouch walking just long enough to avoid the stumble, then chase the bottom floor guard with the G-18.

This requires some specific timing, but it appears to be consistent. The reason you're able to consistently kill the balcony guard is because the most accurate target lock is when you're crouching but not walking, which applies even during the slide, since you're not moving Gabe yourself.
