There's a lot of little stuff to consider. Like when one finisher is directly stronger than another, it may also scale differently for one section of the equatuon, or may just be impractical to use for some reason. Like how the book finishers should be good, but you're stuck with either a very low power weapon on a more than likely physically iffy unit, or have the more powerful version that...doesn't give you a casting bonus anymore. There's Cursed weapons, of course, but that's too wide of a rabbit hole to fit in here.
Stuff like a whip, on the other hand, will generally always have good numbers before the finisher, and do far better with it.
Ranged Weapons have great numbers to work with, but are normally just far more subject to armor. That's how Dullbind is objectively a blank slate of a finisher, but still a crucial tool for the crossbow user anyway.

A note I didn't touch on, also, is how certain finishers can be resisted by elemental armor, but you don't really plan for that, it just sort of happens. It's neat.

Lastly, I didn't cover how their economy works. Generally the ones that are neutral or just a debuff tend to be cheaper. This is all how something like Vile Wound is only slightly less directly powerful than it's contemporaries, but often will have far better results. It's the first available, and will continue hitting long after you actually hit. This means you can use it every round on a Valkyrie, melting everything.
