After collecting 13 owl, and you reached in Cysoldia - Nevia Snowplains, first time, (The Owl Forest) side quest will start, and you just need go and talk with Owl king, this will unlock more Owl in the game and each time you bring Owl, and Owl King, will give you reward for it, such as, Outfits, Attachments, for the all character.

After collecting 21 Owl, again talk with Owl King and get more rewards, also after that you can collect up-to 32 Owl, but there are total 38 Owl in the game, 6 more will be spawn, at the near end of the game, only if you already collected 32 Owl and given to Owl king.

Once you reached Rena Region area, new 6 Owl will spawn in the game, when you are near to end of Main Story, and also you already collected other 32 Owl and given to Owl king, in the Owl forest, than 6 new Owl will be spawn in the game.

Location: Cyslodia - Bregon’s Hideout
You need to complete (Culling The Snowplain Herds) side quest in - Cysloden - Bregon’s Hideout - talk to Bregon in his hideout, after completing his first quest, he will give his second quest,(Survey Says), and by completing his second quest, you get Hidden Chamber key, there you will find next Owl, only if did both quest, and got key the to opened the Hidden Chamber.

Location: Menancia - Autelina Palace - 2f - Guard Room

Location: Ganath Haros - Tuah Seashore - Mahag Saar - Hidden Warf - Other - Uninhabited Island
To get owl in Uninhabited Island, you need to do first side quest (Beyond The Grave), which found in - Ganath Haros -Tuah Seashore, this quest only becomes available after reaching the final story region area (Rena), just complete that quest, and you can travel to Uninhabited Island, and get your Owl.
