I wanted to make this video for ages, but I could only find NTSC codes. But since then I have ported the cheat codes to PAL myself, and they worked!

The secret characters: (Force Mode enemies)

Crow
Falcon
Hawk
*Owl*

The reason why the all say Crow when fighting as them is because all the characters share Crow's skin, (his appearance) but have a different colour scheme. But as you can see, when the pre-match screen is on it says e.g. Hawk vs. Xiaoyu.

The reason why Owl is unplayable is because (when the cheat is on) any character's first costume (X or O) corresponds to Falcon. The second costume (Sq) corresponds to Crow. And any character's third costume (Tri) corresponds to Hawk. Since no character has a fourth costume (to my knowledge) you cant select Owl.
